Sole Source Vendors
A few, selected purchases may be exempt from competitive procurement if they meet established criteria for a sole source purchase (that is, the item is only available from one source):

  • Identification and confirmation that competition in providing the item or product to be purchased is precluded by the existence of a patent, copyright, secret process or monopoly;
  • A film, manuscript, or book;
  • A utility service, including electricity, gas, or water; and
  • A captive replacement part or component for equipment.

The Purchasing Agent for Leander ISD will make the determination of sole source status upon receipt and review of the sole source affidavit.
Protest against award
A protest is a written objection by an interested party to any of the following actions:

  • A solicitation or other request by the District for offers for a contract for the procurement of supplies or services.
  • The cancellation of the solicitation or contract.
  • An award or proposed award of the contract.

An interested party for this purpose, means an actual or prospective offer or whose direct economic interest would be affected by the award of a contract or by the failure to award a contract.  See Protest Procedures for additional information.
